Breaking department store news: JC Penney pulled off its first month of positive same-store sales since December 2011, and also had stronger-than-usual online sales. Mike Ullman was naturally pumped, saying the company "achieved despite the federal government shutdown and a challenging consumer environment." Boo-ya, as they say. JCP is now going into the holiday season with a win under its belt. [WWD]
