After the garment worker tragedies in Bangladesh, 12+ European brands have pledged to sign a binding union contract that would instate higher fire and safety standards at manufacturing facilities in the region. American companies like Gap and Wal-Mart are not jumping to sign after their own accord was trumped by this one. [WWD]
