North American retailers continue to resist signing the Accord on Fire and Building Safety in Bangladesh, which currently boasts over 12 European retailers. The reason for withholding signatures is, in short, that the National Retail Federation doesn't want to assume responsibility for implementing a safety code overhaul plan and inspection services that they feel belongs under the jurisdiction of the Bangladeshi government. Johan Lubbe, the international employment law expert speaking for NRF, explained, "The vagueness and uncertainty should be resolved at the drafting stage." [WWD]
