Why Is the Snowden Movie Trailer So ... Sexy?

The highly anticipated dramatization of the Edward Snowden controversy finally has a trailer, and for a film about Joseph Gordon-Levitt stealing the Declaration of Independence with Nicolas Cage (oh, is that not what this movie is about?) it seems to be weirdly ... sexy?

For example, there are sexy conversations taking place in sexy strip clubs:

Sexy implied nudity:

Sexy naked kissing:

Sexy sex scenes!

Sexy (read: definitely not okay) spying on women changing clothes:

Sexy Facebook creeping on "Julie" at the beach:

And sexiest of all, there's JGL in glasses, which should probably warrant this film an NC-17 rating.
